It has some bumps and bright red, the skin is pink. I havent seen to bite if what could be the cause?

We can only guess .... The veterinarian may by a scratching record and tell you what it is.
my dog had the same thing, and thought it was a warm place, but the vet said it was an allergic reation flea. He said that even one bite can interfere with some dogs very sick.
I want to consult your veterinarian. Might be too many things.
Theres a good chance to bite or lick the area of stress. my cat used to do sometimes. You should see the vet.
